Government have in the past embarked on many infrastructural programmes such as building of roads, hospitals, health centers in the rural areas, schools, etc for its citizens. A lot of projects have been carried out in the past years, there are institutions formed to carter for the implementation of such programmes, institutions like NEMA to check disasters, repair of roads, collapse buildings etc. NDDC was formed to take care of roads in the South East but many of these programmes and (...) institutions have not fared well in recent years because of corruption. Take for instance in the channels news of Tuesdays 16/6/2020 the new NDDC Director revealed how projects awarded to contractors in the past were all not carried out, funds meant for those purposes were all embezzled into private pockets. With the coming of Covid 19, governments have now found cover to say Covid 19 has attacked all revenue sources and so cannot carry out projects in the country. This is the burden of this work. Is it true that it is Covid 19 that halted the success of programme implementation in Nigeria? This is what this paper is out to ascertain. (shrink)

James O. Young seeks to explain why we value music so highly. He draws on the latest psychological research to argue that music is expressive of emotion by resembling human expressive behaviour. The representation of emotion in music gives it the capacity to provide psychological insight--and it is this which explains a good deal of its value.

Almost all of us would agree that the experience of art is deeply rewarding. Why this is the case remains a puzzle; nor does it explain why many of us find works of art much more important than other sources of pleasure. Art and Knowledge argues that the experience of art is so rewarding because it can be an important source of knowledge about ourselves and our relation to each other and to the world. The view that art is a (...) source of knowledge can be traced as far back as Aristotle and Horace. Artists as various as Tasso, Sidney, Henry James and Mendelssohn have believed that art contributes to knowledge. As attractive as this view may be, it has never been satisfactorily defended, either by artists or philosophers. Art and Knowledge reflects on the essence of art and argues that it ought to provide insight as well as pleasure. It argues that all the arts, including music, are importantly representational. This kind of representation is fundamentally different from that found in the sciences, but it can provide insights as important and profound as available from the sciences. Once we recognise that works of art can contribute to knowledge we can avoid thorough relativism about aesthetic value and we can be in a position to evaluate the avant-garde art of the past 100 years. Art and Knowledge is an exceptionally clear and interesting, as well as controversial, exploration of what art is and why it is valuable. It will be of interest to all philosophers of art, artists and art critics. (shrink)

In this paper, I develop a serious new dilemma involving necessary truths for safety-based theories of knowledge, a dilemma that I argue safety theorists cannot resolve or avoid by relativizing safety to either the subject’s basis or method of belief formation in close worlds or to a set of related or sufficiently similar propositions. I develop this dilemma primarily in conversation with Duncan Pritchard’s well-known, oft-modeled safety-based theories of knowledge. I show that Pritchard’s well-regarded anti-luck virtue theory of knowledge and (...) his recently proposed (allegedly superior) anti-risk virtue theory of knowledge clearly succumb to the dilemma, and so they are inadequate as they stand. If Pritchard’s safety-based theories of knowledge are shown to be inadequate by the dilemma that is developed in this paper, then a number of other safety-based theories of knowledge (e.g., Beddor and Pavese’s, Luper’s, Dutant’s, early Pritchard’s, and others) look to be in jeopardy in this connection as well. Experimental philosophy of aesthetics has explored to what extent ordinary people are committed to aesthetic realism. Extant work has focused on attitudes to normativism – a key commitment of realist positions in aesthetics – the claim that aesthetic judgments/statements have correctness conditions, invariant between subjects, such that there is a fact of the matter in cases of aesthetic disagreement. The emerging picture is that ordinary people strongly and almost universally reject normativism and thus there is no strong realist tendency in (...) ordinary people’s thinking about the aesthetic. This has been taken to dissolve the traditional puzzle in aesthetics of how to best account for the fact that (a) aesthetic judgments seem intersubjectively valid, while (b) aesthetic experience seems subjective. This paper presents studies which further enrich our understanding of ordinary thinking about the aesthetic: ordinary thinking about the aesthetic may not be so vehement in its rejection of normativism; and where previous results suggested that, in many cultures, the dominant trend is to reject correctness conditions for aesthetic judgments, the current results suggest participants think aesthetic judgments have correctness conditions (albeit perhaps very finely relativized to specific circumstances of judgment). James H. Donelan describes how two poets, a philosopher, and a composer - Hölderlin, Wordsworth, Hegel, and Beethoven - developed an idea of self-consciousness based on music at the turn of the nineteenth century. This idea became an enduring cultural belief: the understanding of music as an ideal representation of the autonomous creative mind. Against a background of political and cultural upheaval, these four major figures - all born in 1770 - developed this idea in both metaphorical and actual (...) musical structures, thereby establishing both the theory and the practice of asserting self-identity in music. Beethoven still carries the image of the heroic composer today; this book describes how it originated in both his music and in how others responded to him. Bringing together the fields of philosophy, musicology, and literary criticism, Donelan shows how this development emerged from the complex changes in European cultural life taking place between 1795 and 1831. We still ask the question ‘What is Enlightenment?’ Every generation seems to offer new and contradictory answers to the question. In the last thirty or so years, the most interesting characterisations of Enlightenment have been by historians. They have told us that there is one Enlightenment, that there are two Enlightenments, that there are many Enlightenments. This has thrown up a second question, ‘How Many Enlightenments?’ In the spirit of collaboration and criticism, I answer both questions by arguing in this (...) article that there are in fact three Enlightenments: Radical, Sceptical and Liberal. These are abstracted from the rival theories of Enlightenment found in the writings of the historians Jonathan Israel, John Robertson and J.G.A. Pocock. Each form of Enlightenment is political; each involves an attitude to history; each takes a view of religion. They are arranged in a sequence of increasing sensitivity to history, as it is this which makes it possible to relate them to each other and indeed propose a composite definition of Enlightenment. The argument should be of interest to anyone concerned with ‘the Enlightenment’ as a historical phenomenon or with ‘Enlightenment’ as a philosophical abstraction. (shrink)

Recent critics of the coherence theory of truth (notably Ralph Walker) have alleged that the theory is incoherent, since its defence presupposes the correctness of the contrary correspondence theory of truth. Coherentists must specify the system of propositions with which true propositons cohere (the specified system). Generally, coherentists claim that the specified system is a system composed of propositions believed by a community. Critics of coherentism maintain that the coherentist’s assertions about which system is the specified system must be true, (...) not because they cohere with a system of beliefs, but because of facts about what a community believes. I argue that coherentists can admit that there are facts about what systems of beliefs communities accept, without being committed to the claim that these facts are the truth conditions of sentences about what communities accept. abstract In a number of contexts one comes across the suggestion that cultures are collective owners of cultural property, such as particularly significant works of art. Indigenous peoples are often held to be collective owners of cultural property, but they are not the only ones. Icelandic culture is said to have a claim on the Flatejarbók and Greek culture is held to own the Parthenon Marbles. In this paper I investigate the conditions under which a culture is the rightful owner (...) of cultural property. I argue against the claims that cultures inherit cultural property. I also argue that a culture's claim to own cultural property is seldom, if ever, founded on either practices employed in the culture or collective production of cultural property. I maintain, however, that the very value of cultural property for some culture can, in some instances, provide the basis for the culture's claim on the property. (shrink)

James Adam was a Scottish classics scholar who taught at Emmanuel College, Cambridge. A strong defender of the importance of Greek philosophy in a well-rounded education, Adam published a number of Plato's works including Protagoras and Crito. This two-volume critical edition of the Republic was another major contribution to the field. Though his preface claims 'an editor cannot pretend to have exhausted its significance by means of a commentary,' Adam's depth of knowledge and erudite analysis of the Greek text (...) ensured that his edition remained the standard reference for decades to follow, and it remains a thought-provoking evaluation of one of the great works of Western thought. ObjectiveThe COVID-19 pandemic and government measures implemented to counter the spread of the infection may be a major stressor affecting the psychological health of university students. This study aimed to explore how anxiety symptoms changed during the pandemic.Methods676 students at Zurich University of Applied Sciences participated in the first and second survey waves. Anxiety symptoms were assessed using the Generalized Anxiety Disorder-Scale-7. Risk and protective factors were examined.ResultsGAD-7 scores decreased significantly from T0 to T1. Participants with moderate-to-severe anxiety score were (...) 20.2 and 15.6% at T0 and T1, respectively. The following positively predicted anxiety: older age, female gender, non-Swiss nationality, loneliness, participants’ concern about their own health, and interaction between time and participants’ concern about their own health. Resilience and social support negatively predicted anxiety.ConclusionsOur findings provide information for public health measures and psychological interventions supporting the mental health of university students during the COVID-19 emergency. Because recent contributions on world government in the international relations (IR) literature have focused on relatively nebulous issues, they are of limited usefulness for illuminating whether or not an actual world government would advance the human prospect. This question cannot be sensibly addressed unless in the light of a specific institutional proposal. Along the authority-effectiveness continuum separating the relatively ineffectual existent United Nations on the one hand, and the traditional world federalist ideal of the omnipotent world state on the other, (...) there are intermediate possibilities not subject to the respective disadvantages of the extreme endpoints of this continuum. Among the reasons that Whitehead is such an interesting philosopher is that his work resonates across philosophical traditions. This collection develops connections between Whiteheadian concepts and recent European thinkers. The purpose is not simply to compare, however, but, as editor Jeremy Fackenthal suggests, to develop a Whiteheadian thinking “in tandem” with European philosophers in order to create disruptions or “dislocations” in thought that can engender creative approaches to contemporary problems.One general feature of the book deserves mention at the outset, though (...) I will return to it later in the review: although phenomenology and hermeneutics are each represented in the volume, roughly half of the essays focus on the work of Gilles Deleuze (if we group these together with essays focused on “new materialism,” which is connected with Deleuze, the proportion is more like two-thirds). This will be no surprise, since Deleuze is the European philosopher who was most appreciative of Whitehead. And yet, the result is that the conversation with “continental philosophy” is highly selective.The book is organized into three parts, each comprised of three essays. In part 1, “Technological and Systematic Dislocations,” William S. Hamrick brings Whitehead into conversation with Maurice Merleau-Ponty's concept of “the flesh” to suggest an ecological ontology capable of overcoming the instrumentalization of nature. Hamrick's strategy is to read Whitehead and Merleau-Ponty as contributing to an “ontological foundation” for a sustainable civilization (18). Bo Eberle writes about the “quantified self” suggested in new, wearable self-monitoring technologies. Drawing on Whitehead's notion of causal efficacy, Eberle argues that devices such as Fitbit give us access to bodily states that bypasses the standard ways we are aware of ourselves (i.e., through consciousness). He goes further to argue that, like all ways of knowing, wearable technologies are selective, and that the selection reflects the interests of the manufacturers and promotes a certain kind of subjectivity (in the case of Fitbit, a subjectivity that is oriented toward “getting your steps in”). Whitehead's epistemology thus enables the critic of wearable technologies to understand how contemporary experience and self-understanding is shaped not simply by recent technological mediations but by the material interests embedded in them. J.R. Hustwit and Carl Dyke take on what they call “activist” uses of Whitehead that naively (in their judgment) suggest that a non-relational substance metaphysics is to blame for most of our social ills. They employ the theory of complex adaptive systems in conversation with Whitehead and Antonio Gramsci to show that, in fact, achieving significant social change is far more difficult and even unpredictable than mere insertion of better ideas into public discourse. Dominant hegemonies have ways of adapting and absorbing attempts to undermine them. Here Hustwit and Dyke draw on the philosophy of Paul Ricoeur to suggest that resistance to the dominant hegemony is nevertheless always possible because of the vagueness of discourse, allowing a plurality of competing interpretations and thus fractures in the dominant hegemony. However, even this kind of resistance is impossible to control and its effects incapable of being entirely predicted. To the essay's titular question, “Can Whitehead save the world?” the authors answer, “No.”In part 2, “Animal/Human Dislocations,” Jeremy Fackenthal draws on the new materialism of Rosi Braidotti (and Deleuze) along with Whitehead to argue for a “process-relational” nomadism that culminates in a “becoming-imperceptible.” His reading together of Whitehead and Braidotti creates the opportunity to recast the former's concept of objective immortality in such a way that it does not refer to death so much as to being diffused into a relational network. The satisfaction of an actual occasion may be taken as its translation into its effects among its relations. Fackenthal argues that this becoming-imperceptible makes possible a sustainable presence within a fragile network of life. Deena M. Lin uses Whitehead, Braidotti, and Judith Butler to lay out a vision of human life as precarious and deserving attention, care, and solidarity. She presses this vision as a direct moral assault on US (Trump's) policy toward Syrian refugees. Going further, she draws on Braidotti's posthuman account of zoe to argue for universal connection and solidarity with all life that should foster, as the title of her essay puts it, “Welcoming of Syrian Life.” Tano Posteraro offers an intriguing essay drawing on Jakob von Uexküll's account of animal experience. Posteraro argues that Uexküll's notion of an animal's Umwelt, shaped by its distinctive perceptual apparatus, needs to be supplemented by Whitehead's notion of prehension to account for the active dimension of animal perception. Rather than a passive registering of animal environments, Posteraro argues that the latter are constructed, and that concepts (or conceptual prehensions) should be understood as tools with which such environments are constructed.In part 3, “Time, the World, and Abstraction,” three essays probe ways that Whiteheadian and Deleuzian themes may resonate critically and constructively. Kris Klotz brings the thought of Whitehead and Deleuze together to inquire about how alternatives to present social forms are envisioned. He argues that, for Whitehead, every actual occasion involves a selection of some features of the past, and, further, that every selection is also an abstraction from the concrete welter of influences impinging on it. For Whitehead, then, to envision alternatives involves a critique of abstractions, a reinstatement of the concrete plurality of possibilities. This, for Whitehead, is what rationality does: it works at restoring the concrete, and, with it, a series of alternatives that have been eclipsed. To this Whiteheadian analysis, Klotz adds Deleuze and Guattari's critique of “opinion.” For Deleuze and Guattari, opinion is not an idiosyncrasy but a consensus to which differences of experience are subjected. Philosophy, for Deleuze and Guattari, must always struggle against opinion in order to bring alternatives to light. These conceptions of reason/philosophy, Klotz argues, represent useful ways to critique inequalities and other social wrongs that are embedded in the social forms that are routinely taken for granted. Elijah Prewitt-Davis uses a scene from Buffy the Vampire Slayer, along with philosophical innovations of Foucault, Deleuze, and Whitehead, to offer a distinctive account of power. Prewitt-Davis calls attention to Deleuze's important book on Leibniz, The Fold, and to how Whitehead's concept of prehension lies at its center. The upshot is that power is not reduced to dominance but, instead, is at work wherever any occasion of experience persists amid the onslaught of the influence of other occasions. Power, as Deleuze wrote, is the capacity to be affected—and to decide how to constitute oneself anew. Keith Robinson offers a detailed account of Whitehead's epistemology along with a reading of Deleuze's analysis of temporality to suggest that there is a common trajectory that seeks to undermine what the title of the essay describes as the “Bifurcation of Nature” (i.e., the separation of natural phenomena and human experience) within the dominant Western philosophical tradition.There is much of value in the volume as a whole. Aside from staging what Spinoza might have called good encounters between Whitehead and a number of continental philosophers, enhancing the conceptual power of each, the contributors are able to make a case that these philosophical trajectories, when read together, have much to contribute to our understanding of and response to the pressing issues of the day. In addition, readers who are interested in the relationship between Whitehead and the new materialism will find this volume to be a helpful resource, stocked with fine examples of how to sharpen new materialist thinking with Whitehead and how to read contemporary contexts through these lenses. On the other hand, this book is not a handbook nor a comprehensive reference. The organizational logic behind its division into sections is murky and the amount of attention given to particular continental philosophers as opposed to others appears somewhat arbitrary: there are recent continental philosophers who get little to no attention at (Derrida, Malabou, Žižek, Agamben, Latour, Nancy, for example), several of whom might prove to be quite interesting to read “in tandem” with Whitehead. Perhaps that is just to say that there are many more essays to be written. (shrink)

Feminist and socialist movements both aim at emancipation yet have often been at odds. The socialist feminists of the Paris Commune provide one of the few examples in late nineteenth-century Europe of a political movement combining the two. This article offers a new interpretation of the Commune feminists, focusing on the working-class women’s organisation the Union des femmes. We highlight how the Commune feminists articulated the specific form of oppression experienced by working-class women as both women and workers, which consequently (...) required a joint, yet differentiated, struggle to overcome. We explore three aspects of this framework. First, the Commune feminists offered a vision of the transformation of the social through reforms to girls’ education, the family and women’s work. Second, they practised a politics of coalition building by connecting their struggle with those of other oppressed groups, such as male workers, peasants and workers of other nations. Third, these ideas were instantiated in the Union des femmes’ novel proposal for women’s worker co-operatives as part of a socialist re-organisation of the economy. (shrink)

In Plato's Laws is the earliest surviving fully developed cosmological argument. His influence on the philosophy of religion is wide ranging and this book examines both that and the influence of religion on Plato. Central to Plato's thought is the theory of forms, which holds that there exists a realm of forms, perfect ideals of which things in this world are but imperfect copies. In this book, originally published in 1959, Feibleman finds two diverse strands in Plato's philosophy: an idealism (...) centered upon the Forms denying full ontological status to the realm of becoming, and a moderate realism granting actuality equal reality with Forms. For each strand Plato developed a conception of religion: a supernatural one derived from Orphism, and a naturalistic religion revering the traditional Olympian deities. (shrink)

This paper uses Lawrence Venuti's writings on foreignising translation as a point of departure to examine the relevance of Deleuze's work to the discipline of translation studies. It begins by using Deleuze's earlier work to define translation as a problem of difference, drawing on concepts such as the simulacrum, the Virtual and the Actual, before using ideas from his collaborative works with Guattari, such as the minor and the nomad, to consider more practical aspects in terms of language. The "Protagoras," like several of the Dialogues of Plato, is put into the mouth of Socrates, who describes a conversation which had taken place between himself and the great Sophist at the house of Callias-'the man who had spent more upon the Sophists than all the rest of the world'-and in which the learned Hippias and the grammarian Prodicus had also shared, as well as Alcibiades and Critias, both of whom said a few words-in the presence of a distinguished company (...) consisting of disciples of Protagoras and of leading Athenians belonging to the Socratic circle. The dialogue commences with a request on the part of Hippocrates that Socrates would introduce him to the celebrated teacher. He has come before the dawn had risen-so fervid is his zeal. Socrates moderates his excitement and advises him to find out 'what Protagoras will make of him, ' before he becomes his pupil.
